		<description>As far as I am aware in NY if you are a volunteer and are assigned a shift you are obligated to respond. In addition, as a volunteer in an ambulance or EMS vehicle if you are flagged down you are obligated to respond, even if the extent of that response is first aid only bc of a limitation of equipment/personnel.</description>

It was explained to me that on my &quot;On Call&quot; nights, I had a duty to act, even as a volunteer. I can&#039;t just decide to not take a frequent flyer just because I want some sleep. Basically if I sign up for Tuesday night between 9PM and 5AM, I have a legal responsibility to respond, even though I am not getting compensated. Now if my relief doesn&#039;t show up and a call comes in at 5:01AM, I am no longer bound. Where if a call comes in at 4:58 (and someone isn&#039;t there to say, &quot;I got this one&quot;), I am still under a Duty to Act.

Granted I am in NY state and they have their own system for certification/legal issues and everything else, so your milage may very.</description>

I think that it begins when the place themselves in service and respond to a call.  They are however free to not respond to a call if they choose.  What do you think?
